This year, we only had 7 teams at swim champs but the league did not amend the constitution to change the scoring rules. So, relay places may look a bit strange. 

The constitution wording is below:

In a Championship meet each team will be entitled to enter a maximum of four (4) athletes per individual swimming and diving event and relays. “A” relays will compete for places 1-8 and “B” relays will compete for places 9-16.

I hope that clears up the confusion.
